Odisha becomes 1st state to issue separate registration for ‘vintage vehicles’

The Ministry of Road Transport and Highways (MoRTH) made provisions under the Central Motor Vehicles (CMV) Rules, 1989, for the registration process of vintage motor vehicles on Monday, making Odisha the first state in India to have a separate registration process for vintage vehicles (both two and four wheelers) that are more than 50 years old.

According to joint commissioner of technical transportation Dipti Ranjan Patra, “MoRTH has implemented a scrapping policy as part of its efforts to discourage the use of obsolete vehicles. The center has formalized the registration process for historic motor vehicles in order to preserve and promote the history of old automobiles in India,”

“The retention of older, already-registered vehicles with a new Vintage registration mark “VA” series (Unique Registration Mark) is one of the standout characteristics of the new laws,” she continued.

According to the CMV, “vintage motor vehicles” are those that are 50 years old or older (two-wheelers and four-wheelers) as of the date of their initial registration. Additionally, as per the regulation, cars without a significant overhaul, such as modifications to the chassis, body shell, or engine, are regarded as vintage.

As per the officials, the application for registration or re-registration must be made using “Form 20” and must be accompanied by an insurance policy, a fee, a bill of entry for imported vehicles, and an old registration certificate (RC) for vehicles that are already registered in India.

The vehicle must be in good condition and have a current PUC before the state registering authority will issue a certificate of registration in accordance with “Form 23A,” which costs the owner $20,000 and has a 10-year validity. The owner will then pay an extra 5,000 to renew the registration, which is valid for a further five years.

Once a vehicle is designated as “vintage,” it cannot be used for normal or professional driving on the roads. Only display, technical research, participation in a vintage car rally, refueling and maintenance, exhibitions, and vintage rallies are permitted for old vehicles to be driven on Indian highways.

After receiving a vintage number, the owner of a vintage motor vehicle may sell their car by requesting a transfer of ownership in accordance with the Motor Vehicles Act of 1988.
